The opponent's actions were undoubtedly a provocation to the very foundation of White Forest Country's existence. Normally at this point, a large number of Pilots should be dispatched immediately to seize the Mecha. As long as they got that Mecha into the air, it would still be a win even if the laboratory, industrial district, or even the entire city were destroyed.
But as a high-ranking official of White Forest Country, he could not do that.
To do so would be almost akin to admitting that White Forest Country's Pilots couldn't even beat someone outside of a Mecha.
