You can, for example, ask them to directly release certain people, or demand that they arrest those who haven't committed any crimes. You can request them to do many things against their professional ethics.
But, you can't make such requests in front of the public, you can't act this way!
No one can make jokes about public safety, even the President wouldn't do it unless he's completely foolish!
There's a high chance they will have the police arrest someone or even sentence them, and then pardon him.
It seems a bit puzzling; if they're going to pardon him, why not prevent the arrest from the start?
