Upon hearing Lance's words about having him eliminate those smugglers, his expression changed slightly.
Then he lowered his head and glanced again at the small card in his hand, saying, "I don't harm innocent people."
Even though he did some shady dealings, he never considered himself an evil person.
Those bootleggers deserved to go to hell, but alcohol itself was innocent. He also agreed with most people's view that prohibition was a stupid decision.
Selling alcohol to Lance had nothing to do with whether he was a good or bad person. He was still a guardian of the people, a safeguard of the coast.
But if he were to harm innocent ordinary people, then he truly wouldn't be a good person. He didn't want to be a bad person.
Such actions would make it impossible for him to face his family, to face his children.
