Recently, Charlotte Perospero, the head steward of Totto Land, has been quite troubled.
As the eldest son of "Emperor" Big Mom, Charlotte Perospero served not just as a powerful combatant, but more importantly, as the strategic mastermind of the Big Mom Pirates. Nearly all affairs, large and small, within Totto Land had to pass through his hands.
Two years ago, the generation of pirates known as the "Worst Generation" emerged as a group of Supernovas whose bounties exceeded 100 million berries—far more than in previous years. After witnessing the full scope of the Summit War, they grew even more arrogant and bold.
Besides the Straw Hat Pirates who provoked Admiral Kizaru at the Sabaody Archipelago, the rest of the Supernovas had all shown tremendous growth over the past two years.
With Whitebeard's death, the "Four Emperors" were reduced to three. Though Marco had led the Whitebeard Pirates' remnants valiantly, their influence still fell short of truly claiming an Emperor's seat.
Thus, in the aftermath of that world-shaking conflict, the Worst Generation set their sights directly on the Emperors—skipping over lesser pirate crews entirely.
Two years ago, Eustass Kid had already clashed with one of Big Mom's Sweet Commanders and escaped intact. While the outside world whispered that he'd lost an arm, Perospero knew that wasn't quite the truth.
More recently, Kid had appeared again in Totto Land's waters, sunk several ships, and made a clean getaway.
In contrast, Capone "Gang" Bege, another of the Worst Generation, had a better grasp of the situation. Not only did he submit to Big Mom's authority, but he even became Perospero's brother-in-law—marrying Charlotte Chiffon, Big Mom's 22nd daughter. They even had a child together.
But now, another Supernova who had once flown under the radar had surfaced—"Mad Monk" Urouge.
No one knew where he'd gone to train, but he returned with a monstrous level of Haki and an utterly bizarre Devil Fruit power. It was clear he'd set his sights on the Big Mom Pirates too.
The man didn't hold back—he directly challenged the Sweet Commanders. First up: Charlotte Snack, the Minister of Fries. Despite launching a full-force assault, Snack couldn't take him down, thanks to Urouge's strange ability.
Dragged into a relentless battle all the way back into Totto Land, Snack was finally defeated—by Urouge.
The incident caused a massive uproar across Totto Land. Perospero was practically biting his tongue in stress just trying to manage the fallout.
In the end, Big Mom flew into a rage over Snack's failure, stripping him of his rank. Thus, the "Four Sweet Commanders" became the "Three Sweet Commanders."
Charlotte Cracker, the Minister of Biscuits and fellow Commander, was furious. Swearing vengeance for his fallen brother, he led his army of biscuit soldiers to hunt down Urouge.
Despite Urouge's formidable Haki and Devil Fruit powers, he was no match for Cracker's endless biscuit army and was severely wounded in battle.
Yet somehow, he still escaped.
Neither of the two Commanders could capture this seemingly insignificant man from Sky Island, prompting Big Mom herself to take action.
In her fury, the Yonko summoned a raging storm. Even so, she couldn't stop him.
Though gravely injured, Urouge endured the lightning and winds and slipped through her grasp once more. It was as if he'd grown accustomed to storms—even Big Mom's Homie Thundercloud, Zeus, failed to faze him. He was more composed under lightning than he'd been under Cracker's biscuit siege.
Cracker's forces, vulnerable to water, were useless in the downpour. In the end, Urouge simply vanished beyond Totto Land's borders.
The World Economy News quickly ran a front-page report on the event. The "Mad Monk" Urouge, a Sky Island native once deemed the weakest of the Worst Generation, had suddenly become a rising star.
Perospero had a bad feeling about this. It seemed the Big Mom Pirates had taken a significant hit this time.
And then came the world government's official announcement: an invitation for Urouge to become a Warlord of the Sea.
Perospero was livid.
"Let's… hold off on telling Mama about this… Lick~ She's still raging. If she finds out the World Government pulled something like this… they snatched up a Warlord for free, and all of Totto Land would suffer her wrath. Lick~"
"At the very least… we should wait until Urouge accepts…"
But what drove Perospero up the wall was that less than a day after the announcement, Urouge accepted the offer.

Not even Enel, self-proclaimed god, made the cut.
The true powerhouses? Not the Four Emperors.
Only one institution fit the bill: Marine Headquarters.
To be more precise, the one pulling the strings behind the Warlords now was the current Fleet Admiral—Wright of the Orange Horse.
Even after becoming a Warlord, Urouge knew exactly where he stood. Though Enel's hellish training had pushed his strength to new heights in the last two years, compared to the other Warlords, he was still at the bottom of the ladder.
Even among his fellow Worst Generation pirates, Trafalgar Law could defeat him without using his full power.
Still, the Warlord seat had been vacant for over half a year since Doflamingo's downfall, and the World Government had racked their brains for a suitable candidate. Urouge's appointment was as much a twist of fate as a political solution.
As for Fleet Admiral Wright, he now had a more complete Warlord system—no longer the fractured, backstabbing "tumor" it once was.
Urouge may not be one of Wright's direct subordinates, but he was one of Enel's men.
And that made all the difference.
It was a curious twist of fate. The higher-ups at Marine Headquarters were originally concerned, but after getting confirmation directly from Wright, their reactions were… complicated.
What could they even say?
They'd just stolen the Warlord system right out from under the World Government.
And the best part?
The World Government had no clue it even happened.
