Originally, it was supposed to be the smaller group that would be assimilated by the larger one.
But in Hope Town, it was a part of the larger group that got assimilated by the smaller part.
Not because of anything else, but because the larger group was willing to step into the other's world and actively integrate into it.

The neighborhoods of the three races were all in the same area. Additionally, both the undead and beastmen were either officially hired staff or soldiers, all serving the territory, naturally fostering close relationships.
