Chapter 57 - Ch.56.5: The Speech That Echoed Through Time

"Look around you. Look at what these monsters have done to you. You were not treated as human beings. You were livestock. Your lives measured in usefulness, your bodies reduced to experiments, your loved ones kept alive only so those twisted scientists could satisfy their hunger for knowledge. They took your freedom, your dignity, and your futures, all while convincing themselves that their cruelty was justified.

And they called themselves the next step...

Tell me, what separates those monsters from the world that came before them? Before the bombs fell, nations slaughtered one another over borders and ideologies. Governments sacrificed their own people for power. The wealthy hid behind their walls while the poor starved in the streets. Humanity possessed wonders beyond imagination, yet we used them to destroy ourselves.

Then came the Great War, and we burned the world to ash.

And even after that, we learned nothing. In the world above, raiders butcher the innocent. Warlords enslave the weak. Settlements wage war over scraps of food and clean water. Every generation repeats the sins of the last, and every generation convinces itself that things cannot be any different.

Well, I refuse to accept that!

You have suffered enough. You have endured horrors that would have broken lesser people, and yet you are still here. Still breathing. Still capable of building something greater than the nightmare that surrounded you.

I have liberated you from your captors, but understand something... Freedom from a cage means nothing if the world outside is another prison.

I can offer you protection. I can give you food, shelter, medicine, and the means to defend yourselves. Under my protection, no child will be raised as livestock. No family member will be dragged away for some madman's experiment. No innocent person will be left to die because their suffering is inconvenient.

But I cannot build this future alone.

Humanity is fractured. Scattered across the ruins, divided by fear, greed, and old hatreds. Every settlement struggles to survive, every faction pursues its own interests, and every would be king mistakes conquest for leadership. If we continue down this path, we will eventually finish what the bombs started.

That is why we must become something more.

I am creating this organization that will operate beyond the reach of the petty factions and squabbling warlords. An organization that will gather knowledge, command resources, and unite the scattered remnants of our species under a single purpose.

Its name is Cerberus.

Like the guardian of the underworld, Cerberus will stand watch over humanity's future. We will root out those who prey upon the innocent. We will bring order to the wasteland, rebuild what was lost, and ensure that the horrors of the past are never repeated.

We will not allow humanity to destroy itself again.

Some will resist us. Some will cling to their independence, even when that independence leads them to ruin. Others will call us tyrants simply because we refuse to let them drag the world back into chaos. Let them protest. Let them curse our name. History is rarely kind to those who dare to change its course.

But ask yourselves this... Is it truly merciful to allow people to starve when we possess the means to feed them? Is it truly freedom to let raiders slaughter entire settlements because we fear imposing our law? Is it truly peace when we stand aside and allow the same tragedies to happen again and again?

No. Sometimes, to protect the innocent, we must be willing to make the decisions others are too frightened to make.

And sometimes, the burden of those decisions must rest upon a single pair of shoulders.

I will bear that burden.

I will take responsibility for the choices that must be made, for the enemies we must confront, and for the sacrifices that will be demanded of us. I will not hide behind a council of cowards or allow a dozen competing voices to steer humanity toward another apocalypse.

Humanity needs unity. It needs direction. It needs a leader willing to look beyond the next meal, the next battle, and the next miserable year of survival.

It needs a future worth living for, and I intend to give it one.

You have already seen what happens when men are given power without purpose. You have seen what happens when intelligence is divorced from compassion and ambition is allowed to flourish without restraint. Cerberus will be different. Our strength will serve a greater cause. Our knowledge will build rather than destroy. Our authority will exist to protect humanity, not to feed the appetites of those who wield it.

And when the wasteland is finally united, when the raiders are scattered, the warlords brought to heel, and the last remnants of the old world's madness have been extinguished, humanity will no longer have to wonder who will protect it.

There will be one banner. One law. One civilization capable of defending itself against the darkness.

And at its head, I will stand, not because I desire power for its own sake, but because someone must be willing to wield it.

Call it a kingdom, if you wish. Call it an empire. The name matters little. What matters is that humanity will never again be permitted to stumble blindly toward its own extinction.

I will see to that.

So I ask you now, will you adventure into the wasteland and hope that the world has somehow become kinder? Will you scatter into the ruins and pray that no one ever puts a collar around your neck again like they did in this vault?

Or will you stand with me?

Help me build Cerberus. Help me forge a future where our children inherit more than radiation, ruin, and the mistakes of their ancestors. Give me your trust, your strength, and your loyalty, and I will give you something this world has forgotten how to offer.

A tomorrow.

Not a tomorrow spent hiding behind rusted doors, waiting for the next monster to come knocking. Not a tomorrow bought with the blood of the weak.

A tomorrow built upon order, unity, and the unshakable belief that humanity deserves to survive.

You were once cattle in a cage. Now you have the opportunity to become the architects of a new world.

Come with me, and together we shall ensure that humanity never kneels before its own destruction again.

Cerberus will protect humanity. Cerberus will unite humanity. And under my leadership, humanity will rise from the ashes, not as scattered survivors, but as masters of its own destiny."

~Franklin D. Winter, Founder of Cerburus, Father of Humanity, Emporor of the Imperium of Man- Giving a speech to the first recruits at the founding of Cerberus. Circa September, 2127.
