Kael simulated reality and different scenarios in his mind and realised that he would have done something similar, that's if he even understood what the gods were doing.
He would openly support the Highest Will and be true to stabilise the universe. But at the same time, he would also make plans just in case things failed.
The universe had never been wiped before, the Highest Will had full power concerning that kind of thing and it was unclear how he was going to do it.
It may not be as easy as it sounded which is why he had not yet done it and was waiting for a trigger. It also probably involved the Other Law.
At the same time, Kael reassessed all that Reincarnation had said and found that there was a lot of trouble actually.
