Emperor Zhong, one of the three creators of the Nine Court Immortal Law, was the most significant.
Because the other two were only responsible for the establishment of the regulations, while Emperor Zhong had to handle the interrelation of each regulation and also oversee the combination and effectiveness of these laws.
Most importantly, the laws were personally constructed by Emperor Zhong.
Which is to say, all of the three thousand parts of the Nine Court Immortal Law had been processed by Emperor Zhong, incorporating the Space Law and the golden regulations.
The first regulation stipulates that within every hundred years, the creators of the Nine Court Immortal Law have the right to designate an unstable piece of evidence as valid or declare a fixed piece of evidence as invalid.
The second regulation states that within every hundred years, the Immortal Court Emperor has the right to designate an unstable piece of evidence as valid or to refute the effectiveness of any law.
