However, around the world and especially in Japan public opinion was growing increasingly divided. At the center of this debate was Kaminari Denki, who had killed two villains using his Quirks without a Hero license. Naturally, he became the subject of immense scrutiny.

Strangely enough, no matter how much the public and media argued, the government remained silent.

In Saitama City, at Kaminari's home, Momo had arrived at his request. After greeting his parents, she took the elevator to the rooftop Quirk training room. The electronic door, previously damaged by Tetsutetsu, had since been repaired.

"Kaminari?"

The moment she entered the training room, Momo saw Kaminari Denki standing before the floor-to-ceiling window, his back turned to her, clad in his golden godly robe and gazing out over the city below.

But in the next second, her attention was drawn to something on the coffee table near the sofa—a document and a card.

As she walked closer, she realized it was a graduation certificate from U.A. High, along with a professional Hero license.

"This is..."

Kaminari turned around with a smile and said, "Midnight brought someone from the Hero Public Safety Commission yesterday."

"This is good news, Kaminari! It means they're willing to cooperate peacefully!" Momo looked surprised. She had been worrying for days that the relationship between him and the authorities might become confrontational.

Now, it seemed she hadn't been the only one with that concern.

"Yeah, I accepted it." Kaminari walked over and sat down on the sofa, motioning for her to sit too, then picked up the Hero license.

"According to the Public Safety Commission, they're putting me directly at No. 1 on the Hero rankings. Permanently, until I retire." He set the card down gently and looked at the other document.

"As for U.A., the principal said that given my current situation, I'm not suited to continue as a student. So, they've approved an early graduation."

"He also said that I can teach a Hero course anytime I want. This time, for real."

"So what do you think?" Momo raised her eyes, confused.

Kaminari shook his head with a smile. "Sensei? I turned it down."

He looked directly at Momo and said, "Because I'm going to do something even more important—with you."

"Something more important?" Momo blinked, unsure.

"Do you remember… well, hold on." Kaminari glanced at the sky through the window, then turned back after a few seconds, smiling again. "Do you remember what we talked about when we were lying side by side in the forest?"

At the mention of that moment, Momo's eyes lit up. "Creating an organization to oversee all combat-type Heroes!"

She had been thinking about it ever since. After all, she had world-class enemies, and needed a powerful force to protect herself and others.

"Exactly. I'm calling it the 'Hero Association.'"

Meanwhile, at a Mitsui Bank branch in Saitama City, four villains were carrying out an armed robbery. They ignored the cameras and alarms, stuffing stacks of cash into large bags and throwing them into the van waiting outside.

"Come on, hurry!"

"The Pro Heroes will be here soon!" The apparent leader urged the others to move quickly.

In the distance, sirens could already be heard. Police cars were approaching, likely with Heroes not far behind.

But just as the remaining robbers ran out with more bags, bright lightning surged across the clear blue sky.

Crack!!!

A deafening boom exploded above. The panicked civilians nearby, as well as the police and Heroes arriving in patrol cars, witnessed several golden bolts of lightning strike down in broad daylight.

When three police cars reached Mitsui Bank, they found four unconscious bodies, charred and smoking, sprawled on the pavement.

"Again? At this rate, we won't be needed anymore here in Saitama," a Pro Hero muttered with a wry smile after getting out of a car.

"Don't say that out loud! What if the Thunder God can hear you?" another Hero warned.

These sudden lightning strikes had started about a week ago, subduing villains instantly. Most Saitama residents welcomed it.

Compared to the slower response times of Heroes and police, this method clearly kept them safer.

But for the Heroes, it also meant fewer accomplishments and lost credit for captures.

"Yaoyorozu, we'll establish the Hero Association's headquarters here in Saitama and use it as our pilot city." Kaminari lounged on the sofa, relaxed.

"In the past few days, I've already gotten agreements from Endeavor, Gang Orca, Ryukyu, Armored, Kamui Woods, Mt. Lady, Fourth Kind, Gunhead, and my master Edgeshot. They'll be the first combat Heroes to join!"

He hadn't expected that his "Thunder God" name would be so effective. Even Endeavor had agreed after just one phone call.

"Then we'll need a battle power evaluation system. After that, we can bring in some friendly capital investment. The Yaoyorozu family will handle that!" Momo's eyes gleamed with excitement. It was starting to feel like launching a startup.

"Don't forget to reach out to the Mitsui Group. I promised to protect them until Mr. Buntais passes away," Kaminari added seriously.

"Of course, the Mitsui Consortium will be involved!" Momo nodded. "Besides them, I'm planning to contact several other major business groups—everyone except Mitsubishi."

"Why not Mitsubishi?" Kaminari asked curiously.

"Because according to our intel, they're likely the ones who originally put the bounty on your head in the underworld."

"It was them?"

Kaminari's expression darkened. That incident had nearly killed his father. Now he finally knew the source.

"I'll remember this. But let's not alert them for now. The priority is establishing the foundation of the Hero Association and coordinating with the Public Safety Commission," Kaminari said, calming himself.

"Got it!" Momo nodded. She admired how Kaminari remained calm and rational despite having power capable of reshaping the world.

"By the way," she added with a teasing smile, "Did you hear the Public Safety Commission renamed your Quirk? It's all over the internet."

Kaminari paused and looked at her, wondering if they had somehow discovered the evolution of his Quirk.

"What's the new name?"

"Thunder God!"
