The meeting itself was unremarkable, merely discussing the formation of a four-nation, four-village ninja alliance to create a massive force and attack Kirigakure, now occupied by the Kara Organization.
Code himself didn't understand the concept of a ninja village alliance or its forces and had no intention of delving into the details of ninja treaties.

Unfortunately, despite declaring his desire to lead, he was rejected by the other three Kage. The reason was simple: the temporary Eighth Hokage was too young.
