While the government and sects were figuring out what to do in the super city, the demon army was making its own preparations.
"This is a super city. Having been in this world for a while, we can comfortably divide the powers of this world into two groups," Selene spoke, her charming voice soothing even the most restless demons and calming them.
About one hundred high-level demons were present, along with ten peak-level demons.
"One is the governmental power, and the other is the power of the sects. The two work hand in hand, together they are stronger, apart they are weaker," Selene continued as everyone nodded.
"Having anticipated the possibility of this happening, even before all of you were summoned, some of our servants had already infiltrated the super city. Not to challenge or change anything, but to deliver information to the core representatives within. Now, the time has come. Some of them have successfully blended in and even reached the upper ranks."
