Why target the Pure Land as the first objective? There are several reasons Wei Yuan didn't explicitly state. Some of the reasons the Peacock could guess, and some perhaps the Peacock would never think of in a lifetime.
Among the Four Great Immortal Sects, only the Pure Land spans both the Human Clan and the Alien Race. The Esoteric Buddhism in the Liao Domain has countless ties with the Pure Land, and in the Witch Domain, it is simply called the Pure Land Sect, with most of its followers being Blood Witches, who are direct descendants of the Ancestor Witches.
There are also many high cultivators from other races converted in the Great Treasure Flower Pure Land, such as the Prison Guardian Arhat.
The other three Great Immortal Sects are purely Human Clan sects, among which the Academy is the most extreme, refusing to accept anyone with even a trace of foreign blood.
