The team that Jimmy was with was responsible for the logistics company, which was the most likely place for him to appear. After all, it's daytime, and even under a disguised identity, one still has to go to work during the day.
The security situation in Baltimore was terrible. While driving with local Baltimore agents to that company, Jimmy's team discovered at least two incidents involving gunfire. They heard the sound of gunshots and police sirens. It was thrilling. If they weren't on a mission, Jimmy would've stopped to watch the action.
There weren't many people working at the logistics company. A few agents left someone to guard the front door while the rest rushed in, dressed in FBI windbreakers and bullet-proof vests, identifying themselves, presenting an arrest warrant, and sealing off the entrances and exits. They then found their duty manager with the security guard's help, but Frank was nowhere to be found in the company.
