Otsutsuki's "strange powers" are basically like ninja techniques.
Heavenly Void Purple Light Orb: Jade Box and Heavenly Void Purple Light Dragon: Dragon Palace are two examples of those powers. They aren't the only ones, but Sasuke mainly uses those two because they're the most powerful.
As for Urashiki's eye—the blue Rinnegan—it does nothing except boost Sasuke's visual powers a bit.
Sasuke had thought about this more than once. Not just Urashiki's eye techniques—even things like Almighty Push and Universal Pull didn't work. The abilities Sasuke could use all came from his own Tomoe Rinnegan.

"Then I'm leaving. I don't know what's going on with you right now, but don't come looking for me unless it's important. Wait until this is all over." With that, he waved goodbye to the stunned Momoshiki and turned to walk away.
Watching Sasuke's figure disappear completely, Momoshiki blinked in the empty space inside his mind.
