"Not so soon," Carl shook his head. "Only a very few special individuals among the sharkmen possess intelligence; the rest move solely on instinct. Jiliu City is hundreds of miles from Freedom Port. A few scattered sharkmen can't stir up much trouble as long as it's not an army of them."
"That's true," Quincy nodded. "So, do you think the Duke will send troops?"
"You should know better than I do," Carl smiled. "Apart from Black City and Freedom Port, I haven't been to other places. I was just about to seek your advice."
