Rolaff intended to help Commander Cao, but his forces were all in the south; the northern forces had already withdrawn.
All that was left was the intelligence network, which wasn't part of the combat sequence, so when Commander Cao mentioned the geographical location, Rolaff knew he couldn't help this time.
