The old district is just the former urban area. It's just that after Yun City's economy developed later on, they expanded the urban area into what's now this region. Gradually this place became the city center, the new urban area, so the previous one started being called the old district.
The old district actually isn't that far from the new one, it's just a bit closer to the suburbs. Its economic strength and level of development aren't as prosperous as the new district, and the level of management isn't as high as the new district either. So, little by little, it turned into a gathering place for drifters and minor forces.
A bunch of young guys who didn't even finish middle school gathered there, or who dropped out halfway through vocational school. Most of them have no ambition but are dissatisfied with their current lives, so they just idle around all day, hanging with a crowd and muddling through life as small-time gangsters.
