Chapter 131: The Queen and the Stag

The royal procession had barely covered half the distance planned for the day when the rain began.

At first, it was little more than a cold drizzle.

Then the skies darkened.

Within an hour, the Kingsroad had transformed into a river of brown mud.

Wagon wheels sank deep into the earth. Horses struggled beneath the weight of supplies. Servants shouted at one another while soldiers pushed against wooden carts that refused to move. The queen's enormous wheelhouse progressed slower than a tired man walking uphill.

By sunset, the procession had advanced only a few miserable leagues.

Robert Baratheon was furious.

"Seven bloody hells!" his voice thundered across the camp. "We could have reached the next village before dark if half this damned court had remained in King's Landing!"

No one dared point out that Robert himself had ordered the entire royal family to accompany him.

The camp was established beside the road.

Hundreds of tents rose beneath the rain. Fires struggled to survive beneath hastily constructed shelters. Soldiers dug channels through the mud while servants carried trunks, carpets, cooking pots, and wine barrels toward the royal pavilions.

Robert wanted none of it.

He had spent most of the afternoon riding ahead with Barristan and several guards, only to be forced back when the wheelhouse became stuck for the third time.

By the time he entered the queen's pavilion, his cloak was soaked, his boots were covered in mud, and his patience had been reduced to almost nothing.

Cersei sat beside a brazier.

Her golden hair was dry.

Her clothes were immaculate.

A cup of wine rested untouched beside her.

Robert stopped at the entrance and stared.

"How," he demanded, "are you completely dry?"

Cersei looked up calmly.

"I remained inside the wheelhouse."

"The thing responsible for delaying us."

"The road is responsible for delaying us."

"The road was perfectly usable before your moving castle crushed it."

Cersei's expression did not change.

"My wheelhouse was built for the royal family."

"It was built for siege warfare."

Robert threw his wet cloak toward a servant.

The young man caught it awkwardly and nearly fell beneath the weight.

"Out," Cersei ordered.

The servants bowed and quickly departed.

Robert noticed.

That meant she wanted something.

He walked toward the table and poured himself a large cup of wine.

"What is it?"

Cersei watched him drink.

"You have not told me why the entire royal family must travel to Winterfell."

Robert lowered the cup.

"Because I am the king."

"That explains the decision."

She leaned back slightly.

"It does not explain the reason."

Robert drank again.

"I am going to see Ned."

"You could have summoned him."

"I could have."

"You could have sent a raven."

"I could have."

"You could have ordered him south without dragging thousands of people through rain, mud, and frozen roads."

Robert stared at her.

"Yet I did not."

"That is what concerns me."

Robert laughed without humor.

"Everything concerns you."

"Someone in this marriage must think beyond the next cup of wine."

His smile disappeared.

For a moment, the rain outside seemed louder.

Robert set his cup down.

"Careful."

Cersei met his gaze.

"I am always careful."

"That is not what Jaime says."

Her eyes sharpened.

Robert gave a faint smirk and returned to the wine.

He had not meant anything specific.

That somehow made the remark worse.

Cersei folded her hands upon the table.

"You have already decided to make Eddard Stark your Hand."

Robert did not answer immediately.

Then he shrugged.

"Yes."

"You discussed no other candidate seriously."

"There is no other candidate."

"There are hundreds of experienced lords in the Seven Kingdoms."

"And I trust perhaps three of them."

"Then choose one of the other two."

Robert snorted.

"One is dead."

"And the third?"

Robert looked toward her.

"Barristan has better sense than to accept."

Cersei's mouth tightened.

"Ned Stark has spent nearly seventeen years hidden in the North."

"Ruling it."

"The North is not King's Landing."

"That is precisely why I want him."

She frowned.

Robert poured more wine.

"The capital is filled with flatterers, thieves, schemers, and men who smile while reaching for your purse."

"You appointed many of them."

"A king works with what the realm gives him."

"A king chooses what surrounds him."

Robert ignored that.

"Ned will not flatter me."

"No."

"He will not steal from me."

"No."

"He will not sell offices to his friends."

"No."

"He will tell me when I am being a fool."

Cersei's lips curved coldly.

"Then you will hear him speak often."

Robert barked a sudden laugh.

"That is exactly what Jon used to say."

The laughter faded almost immediately.

Jon Arryn's name settled heavily within the pavilion.

Robert stared into his cup.

Cersei watched him.

For all his faults, Robert's grief was genuine.

That made it inconvenient.

"He carried this realm for years," Robert said quietly.

Cersei said nothing.

"He raised me. Raised Ned too."

His thumb moved slowly along the rim of the cup.

"When I wanted to break a man's teeth, Jon told me to listen first."

A faint smile touched Robert's face.

"I rarely listened."

"I am shocked."

Robert ignored her.

"When I wanted to abandon court and hunt for a month, he placed reports in front of me until I signed them."

"He ruled in your place."

Robert's eyes lifted.

"He helped me rule."

Cersei held his gaze.

"There is a difference."

"You never liked him."

"I respected him."

"That is not the same."

"No."

Robert looked away.

"Half the peace in this realm belonged to him."

"Perhaps."

"Not perhaps."

His voice hardened.

"Jon kept the lords from tearing at one another after the rebellion. He repaired what the Mad King broke. He kept the treasury functioning despite every fool trying to empty it."

Cersei nearly smiled at the mention of the treasury.

Robert continued.

"And now he is gone."

The anger left his face.

Only exhaustion remained.

"I need someone I trust."

Cersei studied him carefully.

"You trust Ned Stark because he was your friend."

"I trust him because he has never lied to me."

That answer made her uneasy.

She concealed it behind a measured expression.

"Honesty does not make a man suited for court."

"It makes him rarer than gold."

"It can also make him inflexible."

Robert shrugged.

"Good."

"Good?"

"A little inflexibility may stop this court from bending every law until it breaks."

Cersei leaned forward.

"Eddard Stark sees the world as honorable or dishonorable. Lawful or unlawful. Loyal or treacherous."

"And?"

"The world is not that simple."

"It should be."

"That is a child's answer."

Robert's fist struck the table.

The cups jumped.

"You will not speak of Ned that way."

Cersei did not flinch.

"I speak of him as he is."

"You barely know him."

"Exactly."

Robert frowned.

Cersei continued before he could interrupt.

"He barely knows me. He barely knows the court. Yet men like Eddard Stark arrive with judgments already formed."

"What has Ned ever done to you?"

"Nothing."

"Then why do you oppose him?"

"Because he will enter King's Landing believing that his honor makes him wiser than everyone already there."

Robert leaned back.

"No. Ned will enter King's Landing wishing he were anywhere else."

That sounded more likely.

Cersei did not admit it.

"He will interfere."

"That is the purpose of a Hand."

"In matters he does not understand."

"Then explain them to him."

"He will not listen."

Robert grinned.

"Ned always listens."

"He listens before deciding everyone else is wrong."

Robert laughed again.

"You truly have never met him properly."

Cersei's fingers tightened slightly.

She had met men like Ned Stark.

Men who carried principles like swords and believed truth protected them from consequence.

Such men were dangerous precisely because they could not be bought.

Jon Arryn had begun asking questions.

Eddard Stark might continue them.

That could not be allowed.

Robert drank in silence for several moments.

Then Cersei changed direction.

"And what of Stark's other son?"

Robert glanced toward her.

"What other son?"

"The one beyond the Wall."

Robert's expression shifted.

Curiosity replaced irritation.

"Jon Snow."

"The bastard who calls himself king."

Robert smiled faintly.

"There it is."

"What?"

"The true reason you wanted this conversation."

Cersei's expression remained composed.

"Ned Stark is dangerous because you trust him. Jon Snow may be dangerous for entirely different reasons."

Robert leaned back in his chair.

"Gods, you make everything sound like an approaching army."

"Sometimes armies approach quietly."

"Not northern ones."

Cersei ignored the joke.

"The boy rules a hidden kingdom."

"So the stories say."

"The stories have been confirmed."

"Parts of them."

"Enough."

She counted slowly upon her fingers.

"His grain has changed northern winter planning."

Robert nodded once.

"His cement is spreading through White Harbor."

Another nod.

"His ships cross seas that destroy ordinary fleets."

Robert looked interested now.

"His Titan cannot be followed."

"That impressed Varys more than anything else."

"His location remains unknown."

"To us."

"To everyone outside his control."

Robert shrugged.

"That sounds wise."

"It sounds secretive."

"It sounds like the boy understands borders."

Cersei studied him.

"You admire him."

"I have never met him."

"That was not my question."

Robert lifted his cup.

"He left Winterfell at six."

"So the reports claim."

"Ned allowed a six-year-old boy to cross beyond the Wall, and somehow the little wolf survived."

"He did more than survive."

"Yes."

Robert's grin widened.

"He built a kingdom."

Cersei disliked the admiration in his voice.

"He surrounded himself with wildlings."

"People said the same of the North during the rebellion."

"They are not the same."

"No?"

"The Free Folk have raided the North for thousands of years."

"And now they build roads, grow grain, and sail a ship larger than cities."

Robert laughed loudly.

"Perhaps we should have let them rule Westeros."

"This is not amusing."

"It is extremely amusing."

"A bastard boy disappears into frozen wilderness and returns as a king. The world laughs until his grain changes markets, his ships appear at White Harbor, and northern peasants begin raising cups to King Jon."

Robert's laughter faded slightly.

Cersei noticed.

She pressed further.

"He controls access to his realm."

"Yes."

"He decides what the world sees."

"Yes."

"He sent only a handful of envoys into Winter's Heaven and showed them exactly what he wished them to see."

Robert nodded thoughtfully.

"He is cautious."

"He is calculating."

"Those are often the same thing."

"He commands giants."

"Twenty were seen at White Harbor."

"And thousands of disciplined soldiers."

Robert smiled.

"Ten thousand."

"You remember the number."

"Every lord from here to Dorne remembers the number."

Cersei's eyes narrowed.

"That should concern you."

"It interests me."

"Another king grows along your northern border."

"Beyond my northern border."

"The difference may not matter forever."

Robert set down his cup.

"It matters now."

Cersei remained silent.

Robert continued.

"Jon Snow has not attacked my realm."

"Not yet."

"He has not raided our shores."

"Not yet."

"He has not demanded tribute."

"Not yet."

Robert's eyes hardened.

"If every peaceful man is treated as an enemy because he might one day become one, then we would be at war with the entire world."

"A king cannot afford innocence."

"A king also cannot afford stupidity."

Cersei's voice cooled.

"You would call caution stupid?"

"I would call starting a war with a man who has done nothing against me stupid."

"He calls himself king."

"Beyond the Wall."

"The title still matters."

"Only to people obsessed with titles."

"You sit upon the Iron Throne."

"And I know exactly how little a chair matters when the man sitting upon it is useless."

Cersei's face tightened.

Robert drank again.

"The Iron Throne has never ruled beyond the Wall," he said. "Not under me. Not under the Targaryens. Not under any king whose name the maesters remember."

"The Wall marks the border of the realm."

"Exactly."

"And beyond that border now stands another kingdom."

"Yes."

"You accept that?"

Robert stared at her as though she had asked whether he accepted the sea.

"It exists whether I accept it or not."

Cersei did not expect that answer.

Robert leaned forward.

"I will not make myself a fool by claiming lands no king has governed."

"Kings make claims before they govern."

"And then men die proving whether those claims were worth anything."

His voice had lost all humor.

"If Jon Snow raises an army against the North, I will answer him."

Cersei watched carefully.

"If he threatens Ned, I will break him."

His hand tightened around the cup.

"If he harms my realm, I will tear his kingdom apart stone by stone."

The old warrior appeared briefly behind the fat king.

Then Robert relaxed.

"But until that day comes, I will not declare him an enemy because my queen dislikes hearing another man called king."

Cersei's voice became quieter.

"And if he refuses to bend the knee?"

Robert frowned.

"Why would I ask him?"

She blinked.

Robert almost laughed at her expression.

"The Iron Throne has never protected his people."

"That is irrelevant."

"It matters to me."

"He is still Ned Stark's bastard."

"He is also ruler of a kingdom."

The words came easily from Robert.

That troubled Cersei more than anger would have.

"You recognize him, then."

"I recognize reality."

"As a king?"

"As whatever he has made himself."

"That is not an answer."

"It is the only one you are getting."

Cersei sat back.

Robert was more politically aware than people believed.

He was lazy.

Careless.

Often drunken.

But not entirely foolish.

That made him harder to guide when something captured his interest.

"What if the northern lords begin following him?" she asked.

"They follow Ned."

"For now."

Robert's face darkened.

"You know nothing of the North."

"I know men."

"No. You know courtiers."

"The difference is smaller than you think."

"The North remembers loyalty."

"The North remembers food."

That made Robert pause.

Cersei saw it.

She continued.

"Jon feeds them. He strengthens White Harbor. His roads spread. His goods appear in northern markets. His name is spoken by commoners who have never seen his face."

Robert slowly rotated the cup in his hand.

"Prosperity earns loyalty," Cersei said. "Sometimes more effectively than blood."

Robert looked toward the pavilion entrance.

Rain struck the canvas in steady waves.

"Ned would never betray me."

"This is not about Ned."

"It always becomes about Ned with you."

"It is about what happens after men realize Jon can offer them more."

Robert looked back at her.

"Then perhaps I should offer them more."

The answer caught her by surprise.

Robert smiled faintly.

"Did you expect me to say I would kill the boy?"

"I expected you to take the matter seriously."

"I am."

"You are drinking."

"I can do both."

Cersei looked unconvinced.

Robert leaned forward again.

"If Jon Snow builds better roads, we should build better roads."

She stared at him.

"If his grain keeps northerners alive, then good. Dead peasants pay no taxes."

"You make it sound simple."

"It often is."

"No. It never is."

Robert shrugged.

"Perhaps that is why everyone at court is miserable."

For the first time, Cersei almost laughed.

Almost.

Instead, she looked toward the northern map spread across a nearby table.

"Do you intend to meet him?"

Robert's grin returned.

"Yes."

The answer came too quickly.

Cersei turned sharply.

"You have already decided?"

"I have decided nothing."

"You said yes."

"I said I intend to meet him."

"How?"

Robert gestured vaguely northward.

"I will ask Ned."

"Winter's Heaven cannot be reached by ordinary ships."

"Then I will use an extraordinary one."

"You would board the Titan?"

"Perhaps."

"You would place yourself aboard a foreign king's vessel?"

Robert's grin widened.

"A vessel four kilometers long."

"You do not know that measurement is accurate."

"Then I will measure it myself."

"You would place the king of the Seven Kingdoms entirely within Jon Snow's power."

"I place myself within another man's power every time I ride into battle."

"This is not battle."

"Even better."

Cersei stared at him in disbelief.

"You truly are mad."

Robert raised his cup.

"So I have been told."

"You know nothing about him."

"That is why I want to meet him."

"You do not know how many soldiers he possesses."

"I will ask."

"He may lie."

"So may everyone else."

"You do not know what weapons he has hidden."

Robert's eyes brightened.

"Now I want to go even more."

Cersei closed her eyes briefly.

She had made a mistake.

Every warning only increased his curiosity.

Robert loved danger when it came in a form he could admire.

A young king.

An impossible ship.

Giants.

Hidden strength.

It was exactly the kind of tale that awakened the man Robert had once been.

"Perhaps Ned will refuse to take you," she said.

Robert snorted.

"Ned does not control Jon."

That was true.

"And Jon may refuse."

Robert smiled.

"Then I will like him more."

Cersei's expression hardened.

"You find disobedience admirable?"

"When it requires courage."

"Only when it is not directed at you."

Robert considered that.

"Fair."

He finished the wine and stood.

The conversation was over.

Cersei remained seated.

"You trust the Starks too easily."

Robert paused near the entrance.

Rainwater dripped from the edges of the pavilion.

He looked back at her.

"No."

His voice was quieter now.

"I trust Ned."

"That trust may destroy you."

"Perhaps."

Robert pulled his damp cloak from the servant's stand.

"But I would rather be destroyed by the one honest man I know than live surrounded only by liars."

Cersei's fingers tightened against the arm of her chair.

Robert wrapped the cloak around his shoulders.

Then he smiled.

"And if half the reports about Jon Snow are true, I may finally meet someone in the North who knows how to enjoy being king."

He pushed through the pavilion entrance.

Cold rain rushed inside for a moment before the canvas fell closed behind him.

Cersei remained alone.

The brazier crackled.

Beyond the pavilion, Robert's booming voice echoed as he demanded more wine and complained about the mud.

She looked toward the map.

Her eyes settled upon Winterfell.

Eddard Stark was dangerous because Robert trusted him.

Then her gaze moved farther north.

Past the Wall.

Toward an empty stretch of parchment where no southern map marked Winter's Heaven.

Jon Snow was different.

Robert had never met him. Never spoken with him. Never received an oath from him. Yet he already admired him. And across the realm, others were beginning to do the same. Cersei slowly lifted her untouched wine.

Ned Stark was dangerous because one king trusted him.

Jon Snow was dangerous because the world was beginning to.
