This place is a maze of mountains and rivers, originally a desolate region rarely visited by humans. However, a few years ago, the sudden outbreak of the Frost Calamity from the Western Mountain brought severe cold from the heavens, encasing the land in ice, freezing countless lives on the snowy plains.
To survive, large numbers of refugees abandoned their homes, taking their families with them, eventually fleeing here.
Nominally, the Great Chen Emperor Court designated this area as the 'West Min Border' and claimed they would provide assistance. Still, the related documents circulated among the bureaucrats for years, ultimately never coming to fruition.
