Thanks to some covert channels and the Schultz police's thorough sweep of the Old Pier District, pieces of the puzzle are gradually coming together:
Ivan Petrov is not just an ordinary Russian mobster. Clues suggest he might belong to an elite reconnaissance unit that was disbanded after the dissolution of the Soviet Union.
This unit conducted numerous behind-enemy-lines infiltration and sabotage missions during the Afghanistan War, known for their ruthless tactics and strong adaptability. After the war and the fall of the Soviet Union, many of its officers scattered worldwide, some turning their military skills to mercenary work or becoming involved in organized crime.
Intelligence indicates that Ivan briefly appeared on the arms black market in Eastern Europe during the late '80s to early '90s and had connections with some Ukrainian arms dealers.
