In reality, it's actually the Sea Serpent Clan.
The widespread Guanyin Followers of Gray Leather in coastal Fusang began as a beautiful misunderstanding—ignorant fishermen who saw the smooth bald head of the sea serpents in the ocean mistook them for monks.
