The Fusang Government generally supports and encourages local women going abroad to start businesses.
First of all, staying in the country doesn't have much value aside from wasting food. Going abroad to start a business, making money, and sending it back home can also invigorate the local market economy.
Secondly, starting a business is not the same as marrying abroad; at least on paper, there's no loss of population.
Finally, the most important reason is that Fusang itself has no notable local resources to boast about. Either go out and rob, or go out and start a business, there's no other choice.
Even though there's a problem with damaging public morals, the Fusang people themselves don't care much about that.
