"Go tell everyone that their Shah has returned."
Most Azerbaijanis understood Persian and immediately kowtowed in agreement, then retreated while kneeling.
The officer then looked at his deputy, "Gather the city's Daruga and Mukhtasib immediately, and clear out all the Russian remnants, as well as those traitors who have sided with them."
"Daruga" refers to the Azerbaijan sheriff, while "Mukhtasib" is the religious police.
