The Holy Tribunal is not much different in structure from the Dark Church. It merely replaces the dark tones with pure white.
Black and white, sacred and fallen, are supposed to be opposing forces, incompatible with each other. However, at this moment, within the Holy Tribunal, Fallen Angel believers dressed in black clothes and some Fallen Angels with black wings could be seen everywhere.
