He didn't even know how the Giant Tenseigan was formed. Let alone that—his brother didn't even possess a regular Rinnegan. His only understanding of the Rinnegan came from listening to Madara talk about it.
How was he supposed to answer a question like that with both things completely unknown?
Maybe Madara also realized he was putting Izuna in a tough spot, so he just sighed and didn't say anything more.
But Orochimaru, after hearing Madara's words, his eyes lit up with interest. He thought this was a great research topic.
"Mr. Madara, how about donating one of your Rinnegan eyes to me? I'd like to take it back and experiment a little."

If Madara from this timeline wouldn't work, that didn't mean a Madara from another timeline wouldn't cooperate, right?
And besides, over in the Fifth Hokage's Timeline, Sasuke had a Rinnegan too.
Maybe, just maybe, since they had a teacher-student relationship, Sasuke would be willing to let that version of Orochimaru study it?

Orochimaru really did bring up the idea to Sasuke—wanting to research the Rinnegan.
But his reasoning was different from the Third Hokage's version.
He wanted to recreate that fleeting glimpse from the Fourth Great Ninja War—the Rinnegan Reanimation Army.
To him, the other version of himself had created something with massive potential.
As long as the quality of the reanimated bodies could be improved, every single one of them might reach the level of Edo Tensei Nagato.
At that point, when the alien Ōtsutsuki clan descended upon the ninja world...
They'd know exactly what it meant to face a Rinnegan army.
So, could the issue of reanimated body quality be solved?
