The Physics College's plans were excellent, and indeed, they were implemented effectively.
Not to mention that the so-called blacklist had been effectively canceled; even if it hadn't been, it was already nothing more than a name. Taking it a step further, even if the blacklist was still in effect, it probably wouldn't stop numerous high-ranking scientists from pursuing science.
Serious scientists typically don't bother with those so-called restrictions.
Not to mention that Huaxia's ultra-small Particle Collider claims it can run nonstop all year. Moreover, its effects are no different from the LHC, or even more powerful. As it turns out, CERN has a lot of projects queued up. If you can become one of the first collaborators with the Xilin University of Technology Physics College, perhaps you can advance your project faster.
