Konoha's original intent in cooperating with Kumogakure to launch a war against Iwagakure was for revenge plus resource plundering, not to fight Iwagakure to the bitter end.

Tsunade was dead set on playing possum.

Shizune called and shook her, but Tsunade didn't budge.
