A report from North Blue was slammed onto the table by Saint Shepherd Ju Peter, shaking the surface at the center of the Five Elders' meeting.

He barked, glaring at the staff member who delivered the report. His expression screamed disbelief, his beard bristling with irritation.

Saint Shepherd Ju Peter knew of the so-called "ninjas" of Wanokuni, but those were ninjas in name only. 

In reality, their abilities were underwhelming—ordinary at best, and often less capable than the average fighter.

But this report? It painted a very different picture.

"Fire Style? Clone Technique? Earthflow Wall? Great Fireball?" he muttered, flipping through the details. These were techniques straight out of folklore, the stuff of children's tales.

If such powerful and fantastical abilities truly existed, why had they remained hidden for so long? Why had there been no signs or movements hinting at their reality until now?

"Sir, we truly see it with our own eyes," 

The CP agent from North Blue stammered, sweat soaking through his uniform. 

Standing before the legendary Five Elders, his legs felt like they might give out any second.

If it had been one person spitting fireballs, they might have dismissed it as someone with the Mera Mera no Mi. 

But this was different—three people spewed fireballs, another summoned an earthen wall, and to top it off, the wall had a dog's head intricately carved into it.

Then there was the bandaged man with an unlucky expression. He had spat out a glob of what seemed like ancient, foul phlegm, instantly killing one of their operatives.

This couldn't be explained by Devil Fruits—it defied all logic. The only plausible explanation was ninjutsu!

"I think you've lost your mind," Saint Jaygarcia Saturn scoffed from his wheelchair. His tone dripped with disdain. 

"If there were real ninjas in this world, I'd gladly eat this wheelchair."

In the last battle on Cake Island, Saint Jaygarcia Saturn lost an arm, a leg, and half of his chest, but now it miraculously grew back.

But the newly grown arms and legs were so white that they looked like legs cut off from someone else and placed on Saint Jaygarcia Saturn's body.

Vegapunk, as the pioneer of the "Design of Life," had mastered human cloning technology, similar to Judge. 

In fact, Vegapunk had even created two fire-breathing dragons in his hometown. This same technology was later applied to the development of the Seraphim Shichibukai.

The arms and legs of Saint Jaygarcia Saturn were cloned using his DNA. 

However, the current cloning technology, as of now, isn't as advanced as it might be in five years. 

As a result, the cloned limbs lack the physical strength of Saturn's original body. For him to fully adapt and regain combat readiness, it will take at least another year and a half.

The group's leader, referred to as the Hokage, remained enigmatic. 

Despite their growing presence, Konoha Village initially presented itself as unassuming, like a tiger with its claws hidden.

Konoha Village began sending goodwill messages to various nations, offering to establish diplomatic ties and promising their assistance—for a price.

Initially, no one took the so-called Konoha Village seriously. That changed when a desperate country decided to hire the "ninjas" on a whim.

In just one night, their enemies were completely annihilated.

Since then, Konoha Village's terrifying strength spread like wildfire. 

Overnight, they became a sensation in North Blue, receiving a steady stream of commissions.

Within days, North Blue descended into chaos just like West Blue before. 

Countries scrambled to hire the ninjas, fearing that hesitation might lead to their downfall at the hands of an enemy's hired force.

Soon, someone realized the cost-effectiveness of hiring Konoha Village. With a small payment, enemies could be eliminated, leaving their assets and territories ripe for the taking—no strings attached.

To protect themselves, kingdoms hired ninjas while also contracting them to kill their rivals.

Since the number of ninjas was limited, they focused on high-profile "beheading missions." 

Once a country's king and nobles were assassinated, the mission was considered complete. 

Ordinary citizens were left unharmed, and without leadership, the nation was naturally absorbed by other kingdoms.

A few years ago, the Vinsmoke family, led by Judge, destroyed the four most powerful kingdoms in North Blue, causing the infamous "Four Kings Incident." 

Now, the number of nations in North Blue was rapidly decreasing again, with territories being annexed and expanded by stronger powers.

As one of the six kings of the underground world, Morgans couldn't ignore such sensational news. Stories about ninjas began to dominate headlines everywhere.

"Mysterious Konoha Village, the Omnipotent Hokage!"
