Since the Lungmen Guard Bureau couldn't enter the slums, Ch'en couldn't bring her team there and had to wait outside for Amiya.

This was why Rhodes Island had to handle the search for Misha in the slums. Even with the chaos caused by the Reunion Movement infiltrating the slums, the Nearl Guard Bureau couldn't act freely.
