It's actually quite reasonable. To expect the Dark Spirit Race to lend out the eight ports and then let the Alliance use them to massively reinforce Comoros is too absurd. The Dark Spirit Race would never allow that. They also have personnel in these eight leased ports, which are under joint management, and they strictly supervise the Alliance's use of the leased ports.
If the Alliance doesn't want to tear up the treaty and start an open war, they can't blatantly act in such a manner.
