New Order is a localized reality-warping Quirk. It allows the user to fundamentally alter the physical properties of their surroundings, objects, or living creatures by imposing a new "rule" upon them. The user can dictate exactly how that target will behave, assigning it new properties or forcing it to obey specific conditions.

Activation Requirements:

To successfully impose a rule, the user must execute two actions simultaneously:

1. Physical Contact:The user must physically touch the target they intend to manipulate.

2. Naming: The user must speak the target's name aloud while making contact.

The Canon Limitations:

The Quirk is bound by a strict set of absolute laws that prevent it from being completely omnipotent:

The Two-Rule Limit: The user can only have a maximum of two rules active at any given time. To cast a third rule, they must deactivate one of the current two. (In canon, Star and Stripe keeps one rule permanently assigned to herself to grant superhuman strength, leaving only one slot open for combat).

The Living vs. Non-Living Cap:

Non-living objects: Have almost zero limitations. The user can manipulate the atmosphere to form a solid wall, command a laser to hold a physical shape, or remove the friction from the ground.

Living beings: Are bound by a biological "ceiling." The Quirk cannot grant limitless or infinite physical power to a living body, as the physical hardware would fail. However, the user *can* set rules that instantly kill living targets if a condition is met (e.g., "If you move a muscle, your heart will stop").

The Identity Condition: When attempting to apply a rule to a living being, the user's understanding of the target's identity must perfectly match the target's own internal sense of identity. If the user calls out a name, but the target identifies as someone (or something) else, the rule will completely fail to activate.
