This is different from the spatial turbulence in the Void; spacetime turbulence can confuse those who enter, losing them in a certain spatio-temporal realm.
Unless one is truly a Saint, they could get lost.
And if the Foreign Race enters the Ninth Layer of Heaven in force, the Pavilion Master's hope of becoming a Saint would undoubtedly become more distant.
