"The Figarland family also has many business ties with that Shichibukai clown," he added. "And don't forget about Vice Admiral Galen, whose life was saved by Duke Figarland!"
"It would be a huge problem to take down the Figarland Chamber of Commerce all at once!"
"If it wasn't so troublesome, I wouldn't have called you here," the fat king said with narrowed eyes and a cruel smile.
"Together, we rule over more than half of the country and population in West Blue," he continued. "With that much power, why should we let a small family like the Figarland challenge us?"
"If the so-called Shadow Stream is just a killer group, then it's their job to work for money," he said confidently. "I don't believe a killer group that replaced the Funeral Home would risk going after us just to avenge the Figarland family with no gain!"
"We represent the entire West Blue,"
"Behind us is the whole world!"
Although the king of the Kingdom of Troas in West Blue was a large, overweight man with a round face and belly, that didn't mean he was as foolish as he looked.
He understood very well how powerful the Figarland family was, and he knew the Kingdom of Troas alone couldn't take down the entire Figarland Chamber of Commerce.
But if they teamed up with the other kingdoms of West Blue, the situation would be completely different.
Once King Troia finished speaking, the other kings of West Blue, who were present, nodded after a brief silence.

King Rusgap, with glasses and gray hair, spoke seriously.
From the start, he wasn't in favor of simply taking everything from the Figarland family.
Admirals are the world government's top combat forces, with terrifying power. Each Admiral also has the authority to issue a Buster Call, a massive and destructive military operation.

"Besides, this is West Blue, not Marineford where Vice Admiral Galen is based,"

Even the Marine Admirals are still under the control of the World Government.
In other words, once someone becomes a Marine Admiral, they will be under even more control from the World Government than a Vice Admiral.
This is why Garp has always been reluctant to become an Admiral.

"By the way, where is the king of the Kingdom of Flowers?"
The Kingdom of Flowers was once the strongest kingdom in West Blue. Although its power had weakened over the years due to wars with other kingdoms, it was still the leading power in the region.
"What if the Kingdom of Flowers decides to join in?"
"How much more profit can we make if they do?"
King Troas narrowed his eyes and smiled at Kaido.
The fact that the Kingdom of Flowers was secretly being targeted and suppressed by the World Government was no secret to the kings of West Blue.
King fell silent again before standing up and speaking firmly,
"I still don't agree with directly taking over the Figarland Chamber of Commerce."
"This feast is yours, not Rusgap's!"
King Rusgap slowly turned around and left. Before he completely left the secret meeting, a look of pity for the greedy kings flashed in his eyes.
Everything the Troas kings had planned relied on the idea that Shadow Stream would focus on the World Government and not interfere with them.
Vice Admiral Galen, far away in Marineford, could hardly pressure them directly.
And most importantly, they believed the Figarland family had no ability to resist.
They thought the Figarland family would be like those small, powerless families in the sewers—easy to defeat and control.
But they completely overlooked whether their own strength could actually overpower the Figarland Chamber of Commerce.
In this world, what truly determines everything is power.
King Rusgap had already learned this after watching a pirate defeat the Marines, sack a city, and leave without a problem.
The kings of Troas were gambling, but when you gamble, you can lose.
And only by not gambling can you remain invincible forever.
The Kingdom of Rusgap was too weak to afford losing.
