I don't know when it started, but in those costume dramas, people could successfully disguise themselves as another gender just by wearing men's clothing and a hat. No one ever mentioned that the sound of a man's voice and the texture of his skin is completely different from a woman's. Unless you cut off the eggs and continuously take estrogen, you could be spotted in an instant as long as the person isn't deaf or blind.
Even if those two aspects are no different from a woman's, there's one thing that can't be avoided: what about those exaggerated pectoral muscles? Fine, use chest binders, wrap them up in layers. But how about the completely different waist-to-hip ratio compared to a man? How do you cover that up?
