This whole double business thing is actually quite unreliable.
Over a hundred years ago, the role of a double was significant because fingerprint recognition technology hadn't developed yet, and DNA recognition wasn't even a concept back then.
But now, it's different.
Does it really work for the CIA to assume that a person who just looks like Big Ivan is actually him, considering that verification methods like autopsies, fingerprint checks, and DNA testing are at their disposal? Of course not.
So, if Big Ivan's fingerprints and DNA aren't in the hands of the CIA, the double is meaningful. But if the CIA has that DNA information, the double is meaningless.
