Without finding the Thunder Pool, you cannot channel your True Qi into it because its pathway is sealed.
Therefore, developing a Thunder Pool typically requires a cultivator to reach the Golden Core Realm before it's even a possibility, and even then, not just anyone can succeed. Some people's Thunder Pools cannot be activated; they are akin to stillborn infants and are known as 'false pools.'
As for those born with the Thunder Ability, the pathways to their Thunder Pools are naturally open, allowing them to devour thunder at any time. The devoured thunder and channeled True Qi act as nourishment, enabling the Thunder Pool to develop and grow larger. Once developed to a certain point, it becomes a vast reservoir capable of containing immense amounts of thunder, which can then be used to launch Thunderous Assaults against enemies.
