It's called a dragon, but it's not entirely a dragon.
It has a dragon head, dragon eyes, dragon mouth, and dragon whiskers and claws, yet its body resembles a human, dressed in a blue-black dragon robe, wearing a crown of gold and jade, with beads and jewels hanging, sitting dignified on the throne of the high hall, with power to rule the world, exceedingly noble and imposing.

The hall was towering, with dragons carved around it, surrounded by mist.
On both sides were rows of "nobles" in fine robes, including ministers, military generals, and priests.
They had human appearances, but their bodies had small parts that were "Dragon Transformed," some with dragon claws, some with dragon scales, or some with dragon whiskers.
All of these people bowed their heads and stooped their chests, respectfully kneeling on the ground, making grand gestures towards the person on the throne who was half-dragon, half-emperor.
