A month has passed since Zeno broke through to the heavenly dragon class on the moon, which ended up causing quite a scene that could even be seen from earth, as many survivors around the globe were confused looking at the bright purple dot that gave them goosebumps for an unknown reason.
Then when he came back from the moon to the displeased Shizuka, who was left behind and waiting for him in his office, Zeno suddenly realized that he might have messed up, as both of his cheeks were immediately pulled by his angry girlfriend as she started complaining and demanding that he bring her to the moon as well while Rika was watching the drama with amusement.
With some effort, Zeno managed to pacify Shizuka with the promise of bringing her to the moon next time, but not before a lot of compensatory sex, of course. Zeno was glad that his new girlfriend is quite easy to please.
On that day the annoyed and embarrassed Rika could be seen storming out of the Freedom Carrier's HQ, grumbling about the two horny idiots since the two blondes suddenly started mating like wild beasts without caring if she was there to witness their sexual escapade. She even catches a glimpse of Zeno's big bulge and can't stop thinking about it.
In this past month nothing much happened other than Zeno's meeting with the JSDF representatives, which proceeded smoothly, just like he expected, and the offshore airport construction and renovation has finally finished, as the new CSL military base surrounded by a tall reinforced concrete wall is now filled with 5,000 soldiers made out of Shadow Clones and some Ascendant Shadows. There are also various war machines that could be seen throughout the military base and the armory that is filled with deadly instruments of Liberty ready to deploy to wreak havoc at any time, anywhere.
It can be said that the CSL is the most powerful force in the world right now. The notion that the JSDF is also bitterly aware of but can't do anything about it. This really made them feel like a nation occupied by a foreign force under the pretext of offering humanitarian aid after a catastrophic disaster.
The meeting with the JSDF was happening at the CSL offshore base as the JSDF representatives arrived by helicopter. It was the same old man who talked with Zeno back then and some random middle-aged man with tired eyes who accompanied the old man to this meeting.
Both of them are quite reluctant to be here asking for help from the Freedom Carrier company, while they also feel uncomfortable with how much military power the Freedom Carrier seems to possess from what they could see and what they heard from the spies in the city.
After five minutes of pleasantries and subtle probing with each other, the JSDF representatives finally talk about their main purpose in coming here and present their peace treaty of sorts to Zeno, which they ended up making a non-aggression pact with each other, and they have an agreement that the rescued Japanese citizens can become citizens of the CSL as well as the CSL humanitarian aid in the form of food, fuel, and medicine supplies to the JSDF in a rescue effort of the Japanese citizens around Japan.
This agreement with the JSDF has made CSL basically become a safe haven for Japanese people, which Zeno doesn't mind as long as the rescued people obey his rules. He even hopes they bring trouble along so he can make an example out of them.
And after they arranged some minor things and talked about some small details, such as how to transport the supplies and where to receive the rescued people, the JSDF representatives then left with their helicopter while Zeno looked at them with a smirk. He knows that he already has them in his palm, and sooner or later they will eventually become his citizens whether they like it or not.
The day after the meeting with the JSDF, Zeno went to visit Rika with Shizuka at his side. He was going to prank the sniper girl since he had neglected her for a while, which means her guard must be down for him to exploit, and without even realizing it, Zeno is now acting like a little boy who is being mean to the girl he likes.
Zeno first started slow with a friendly greeting next to Shizuka at Rika's door, an unusual surprise visit from him. And then he started subtly intimidating her and teasing her about her espionage activity under the illusion barrier so Shizuka wouldn't notice. He made her jumpy and nervous around him as he was toying with her to his heart's content, much to Rika's distress and frustration.
Zeno wonders how long it will be before Rika will snap and confront him about it as he glances at the woman who is looking at him warily across the table, and when the time comes, he might be able to do the usual Liberty method of recruitment to bring Rika into his faction without having to leave her behind in this world when he has to eventually go back to the DxD with Shizuka. It'll be a waste of opportunity if he doesn't try to recruit this woman after all…
On the other hand, the repeat offender Louise Ember was finally being punished by Zeno, as she was stuck with a monitoring duty in which she had to watch the boring and mind-numbing live feeds from the spy drones for at least four hours every day. The LewdEmperor tried to wriggle her way out with seduction as she rubbed her soft breasts on Zeno's arm, but she got rewarded with the bonk on her head for her attempt instead.

"Repent in the monitor room and think about what you done!"
On that day the crying LewdEmperor could be seen being shoved inside the monitor room with a metal collar around her neck to monitor her activities so Zeno will know if she is slacking off.
Zeno hopes that this will be enough to teach his Ascendant Shadow a lesson, but things start to derail later on as Louise discovers that she can peep at Zeno's and the other people's sex lives through the spy drones, so what Zeno thought was the punishment for Louise was not much of a punishment, as the LewdEmperor eventually became another voyeur like a certain spymaster instead.
"Hmph, you think you can punish me with this? Too bad, I'm into this shit~!"
Louise said with a smirk as she watched the hologram screen of Zeno bending Shizuka over his desk in his office as he wildly pounded the moaning busty blonde's big butt in 4K.

Present day, In the morning at Zeno's office, Zeno could be seen sitting comfortably behind his desk with White Dream in a secretary uniform on his lap as he monitored four teams of Freedom Guards departing from the offshore base by the helicopters. Their mission is to go establish an outpost in Korea, Hong Kong, China, and Taiwan in preparation for building another City-State of Liberty, just like the one here in Tokonosu.
This is the next step of Zeno's grand plan for world domination: to spread his influence around the globe with his cities, and when he establishes himself as the sole government of the new world order, he will then go home to DxD while leaving everything to the shadow clones and Ascendant Shadows to continue expanding his influence and colonizing the stars across the universe of HOTD until his faction conquers this universe completely.
With the massive time difference between two universes, it should just take around three months in the time chamber of the DxD universe for the Freedom Carrier to complete colonizing the solar system in the HOTD universe and begin sending resources over to the DxD universe. By then his military force will be so strong that the other factions will have to unite themselves to feel safe, which might actually achieve world peace indirectly or just another great war—who knows?
"I wonder if there's any alien civilization here?"
Zeno said with a curious smile as he rubbed his cheek with White Dream's as she just let him do whatever he wanted with her with a neutral expression on her face.
At this time of day, White Dream is having all of Zeno's attention to herself since Shizuka is currently at work at the hospital in the city alongside the other civilian doctors and nurses, as she is learning from real practice experience to be a doctor by helping out and observing everything she can from other doctors.
Fortunately for Shizuka, she doesn't have to struggle to study about everything as much as before since she has the technology to help her out, as she can just scan the patient to know what's wrong with them in a couple of seconds.
"It would definitely be fun doing space battles and conquering planets if the aliens are hostile. Ahhh, I wish they would be hostile…"
Zeno said with a glint of excitement in his icy blue eyes in anticipation of the Star Wars-like experience he might be able to have in the future space exploration era in this HOTD universe, since every man would be excited to witness a space war and planet invasion, right?
"There are so many things to look forward to; too bad I have to wait for quite a while before that…"
Zeno muttered as he kissed White Dream on the side of her neck and her cheek before his beautiful Stand turned to face him with her soft red lips seeking his own in an aggressive kiss that made him hard.
"Chupa~! Do you want me to serve you, Master?"
With a little sultry smile on her sexy lips, White Dream asked Zeno with her soft whispering voice in his ear while she was grinding her butt against his groin.
