Some would seek cooperation, others would attempt to steal the mutated Golden Eagle, while the more ambitious might decide it was safer to eliminate HOPE Base before it became an unstoppable force.
Their quiet expedition would instantly become the center of everyone's attention.

Besides, practicality was another issue.
The mutated Golden Eagle was simply too enormous.
With its wings fully spread, it was nearly the size of a small jet aircraft. Most cities didn't even have an open area large enough for it to land safely, and every takeoff would create tremendous gusts capable of scattering debris, toppling loose structures, and attracting zombies from every direction.
Using it for ordinary travel was more trouble than it was worth.
