Even though Lewis was smitten with Ryzel, Mervin knew that Lewis wouldn't exchange such a thing just for Ryzel, as it would just harm Ryzel if he received too much without an ability to back it up.
So, the higher ups probably understood Lewis but had a hard time accepting that it was true, so they just dismissed it and said that they needed to wait until Ryzel made a stabilizer for high-level sentinels.
