After annexing the Viscounty of Clun to his territory, André's days returned a little to calm. But this did not make him relax: he knew it was only the calm before the storm.
Meanwhile, André would be busy stabilizing the newly conquered territory. The first thing he did was establish the same policies of the Solomon Viscounty, such as:
Centralization of the cultivated lands. Abolition of slavery. Removing the right to collect taxes from the local lords.
This policy would occupy a large amount of manpower on the part of the viscounty.
It was fortunate that the schools established at the beginning were forming a large number of talents. The people throughout the territory had realized the importance of study.
All the graduates of the school obtained good jobs with large salaries, which provoked massive enrollments. Taking advantage of this wave, André established a large number of schools in the main cities and towns of the viscounty.
Another of André's priorities was to establish railway lines toward the borders of the territory. These would allow deploying troops at any moment.
Thousands of job openings were created for the new expansion projects of the viscounty, causing massive migration toward Solomon City.
This brought with it problems of insecurity, delinquency, and others. Sitting at his desk, André thought of solutions for this.
"With respect to the excess of population, I discussed it with Alicia. We reached the conclusion that we wish to build temporary shelters for the people without housing who arrive in the city.
Each family will be given one month of time to obtain employment. Otherwise, they will be returned to their place of origin. Tell me, André, is our solution fine?" Rose stood in front of André and informed the measures she took for this problem.
Due to André's insistence, the girls were trying to be independent. Now they did not inform before doing anything: if they believed it was convenient, they did it and then asked André if it was fine.
"Very well, it is not very different from the solution I thought. This matter will be delivered to you. As for the housing problem, leave it in my hands."
André's vision for Solomon City included a comprehensive plan of sustainable urban development, which addressed both the need for additional housing and the preservation of green spaces and the quality of life of its inhabitants.

After listening to André's plan, both Mario and the girls were surprised. They foresaw a prosperous and accelerated development for Solomon City in the following years.

Everyone was super surprised by André's words. It should be known that André had invented many things, but it was the first time he was seen so serious speaking about something.
"What I am going to speak to you about now is a new long-distance communication system.
In the small war we just finished, I realized the importance of information delivered on time. Therefore, I set about inventing this new communication system, which will take charge of transmitting information instantaneously to any place where the infrastructure we can build reaches."
All those present were in shock. They could not imagine any way of transmitting information instantaneously over long distances.
"First of all, I need you to understand a concept. I call that concept electrical energy. This is one of the principal methods that will be used in the communication system."
André proceeded to give them a brief explanation of what electrical energy means.
André's explanation:
Electric charges: Every atom is composed of electrically charged particles. Electrons have negative charge and protons positive charge. Charge imbalance: Upon separating electrons from atoms a difference of voltage is generated. Flow of electric charge: The electrons move from a point of greater voltage toward one of lesser voltage. This flow is called electric current. Electrical energy: It is produced when the electrons in movement perform a work, such as lighting a bulb. Unit of measure: It is measured in joules (J) or watt-hours (Wh).
In summary, electrical energy is produced through the flow of electrons and can be used to perform work.
During his explanation, André had to stop for a moment to explain the concept of atoms, especially to Antonio. The alchemist was marvelled by this new concept: it seemed to have opened a door to a new world.
"Electrical energy will have innumerable uses for us in the future. Go getting used to this concept and studying it better, because it is directly linked to the quality of life we will have in the future," André said, thinking of Thomas Edison's incandescent lamp.
As a man of the modern era, he could not wait to have electric light.
Everyone in the room was fascinated by the new concepts presented by André.
Even so, they still could not manage to obtain any immediate use for this type of energy, for they were completely alien to how it was used.
"I can see that you still have not managed to understand it completely. Well, I will throw one at you: imagine at night being able to illuminate a hall as bright as in the day. Now I tell you that that is one of the innumerable uses that electrical energy has."
His words caused great waves in the hearts of all those present. What was described by André was no different from the magic in the myths. Without doubting his words, everyone filled themselves with anticipation for the future.
