Wedge-tailed Eagles are one of the three raptors in Australia, but in the vast and sparsely populated areas of Australia, they don't need to be specifically listed as protected animals. So, as a ranch owner, if Yan Fei "accidentally" found two abandoned chicks, he can certainly raise them.
