Without taking action against the Fallen Elves, they also had no intention of taking action against Zhou Tian.
Zhou Tian intended to cooperate with the Fallen Elves and avoid offending them, so he wouldn't easily confront them. The Fallen Elves didn't act against Zhou Tian because their lifestyle dictated such behavior.
