This was referring to County Magistrate Guo's jealousy over him handling the palace case.
Yang Heshu said, "Lord Yin is your superior. Two major cases in the palace have been assigned to you by Lord Yin, which shows how much he values you. County Magistrate Guo has served in Wannian County for four years now, and in two more years, he'll have completed two terms."
Yang Heshu calmly said, "In the capital, even with the importance of Guo County, a ten-year term is the limit. If it drags on too long, not only does it impede the path of those below, even His Majesty might grow tired."
Tang County and Wannian County are not like other counties. The magistrates in these two counties have no superiors like a Provincial Governor or a Military Governor; above them is only the capital prefect, and beyond that, just the Emperor.
