The federal government of the New World had some autonomous states under the control of certain Old World nations. Those nations were akin to shareholders in the New World, possessing some managerial authority within their spheres of influence, yet the crucial powers still resided with the New World's federal government.
If a fall-out occurred, an autonomous state could hold a vote to decide whether to secede from the federation. There would surely be ample cooperation between both sides; a split could mean severe losses for each, with one party always capable of sanctioning the other.
Given the numerous benefits of joining the New World federation, these three New World federations presented a bustling scene. Thus, the Old World nations harbored the notion of 'keeping up with the trend' by having their colonies join the federation as autonomous states, adopting reforms by the federal government, while still retaining many of their own interests.
