Anyone witnessing the Winter Palace under shellfire at midnight would have such questions. No one would consider it the act of terrorists or revolutionaries; after all, acquiring cannons and deploying them under the noses of the military police to a position where they could shell the Winter Palace exceeds the limits of terrorists. Nor does anyone believe it's the Duchy Army's betrayal; the army's performance in recent days clearly showed loyalty to the Tsar, so there's no reason to turn sides now.
