What are perks? Are they some form of skill.
[No they're something you get when your attributes reach a certain milestone, depending on the attribute will determine what the perk will be about, perks however can't be leveled up by normal means instead requiring you to reach more milestones with a chance of them being upgradable]
Will I see the same perk again if I choose another one?
