Although the Jade Emperor is the Emperor of Heaven, and all gods are under his jurisdiction, the Nether Yin Department is ultimately a feudal lord that the Jade Emperor's hand cannot yet reach.
As such, after the Wood Virtue Star Lord abandoned his Divine Position to become the Wheel-turning King, one of the Ten Halls of Yama, he shut himself in within the Yin Department, researching the Reincarnation Path, rapidly elevating his Realm, eagerly seeking to prove himself as a Taoist Monarch. Only upon reaching the level of Taoist Monarch could certain matters be resolved.
Strength inherently comes with privileges. Things that are taboo even at the True Immortal level or Quasi-Taoist level become trivial matters, meriting nothing more than three cups of wine, for a Taoist Monarch.
If he can prove himself as a Taoist Monarch, then some matters of that time can be resolved, as success is beyond reproach.
