Starting from geographical distribution, they can be roughly divided into: demons hiding in North Kaluo State, and those concealed in the cities.
For most of the human race, or rather for the average demon hunter, the "demons" they commonly refer to are basically those concealing themselves in the cities.
Perhaps it's because North Kaluo State is guarded by three major forces, or maybe it's because the demon hunting organization considers the demons entrenched in North Kaluo State, who do not step out, to pose no threat to the human race—though the latter possibility is unlikely. In any case, in the past century, the demons hiding in North Kaluo State have not faced a counterattack from the demon hunting organization.
