The plan that Elena had in mind was simple. As this was the lust section, it was extremely hard for a simple restaurant to be successful here. That was why even the places with good food had something related to lust associate with them. If someone wanted to run just a regular restaurant then they should just open their shop in the Gluttony Section.
That was also one of the reason why this restaurant was not doing well even though the food here was truly good. So Elena came up with the idea to add something depraved with the restaurant to make it successful.
